<div dir="ltr" style="text-align: left;" trbidi="on"> <br /> Senate President David Mark has said the power to conduct local government elections should be taken away from the states’ electoral commission and handed over to the Independent National Electoral Commission (INEC) for accountability and independence.<br /> Speaking in an interview at the sidelines of a two-day national delegates conference of the Forum of State Independent Electoral Commission of Nigeria (FOSIECON) in Abuja yesterday, Senator Mark who was represented by the chairman, Senate committee on INEC, Andy Uba, said the local government remained the closest level of government to the people and needed to be strengthened.<br /> He was reacting to a question on the recommendation of the just concluded National Conference that the local governments should be expunged from the constitution.<br /> Senator Mark said: “I think what should be done is to give INEC the powers to conduct elections at the grassroots and not the state governors who would appoint who they like to conduct the elections. FG flags off 54th Independence anniversary celebration

Police Check-piont is a menace to National Security

On assumptions of office, the check-points suddenly disappeared. And now unfortunately, having retired after serving the nation meritoriously for 35 years; the checkpoints have all return back! What’s going on? And God help a motorist who carry overload or fail to update his particulars. Thus, the purpose for which check-points were set up initially to serve as bulwark against crime via security surveillance was defeated.<br /> So, realizing how these check-points practically became source of embarrassment and nuisance to the nation might strongly be the sole reason why, the former police boss, M.D. Abubakar made up his mind to do away with them. And it worked perfectly well. Indeed, that singular action drew huge accolades from many people.<br /> It’s indeed a source of worry that since the departure of the former I.G., motorist flying the nation high ways can notice new hype among police competing among themselves in setting up new check-points in many places now a days. Take for example, Kano to Zaria road where we now have more than 7 Police extorting centers spread strategically along the road!! A normal journey that used to take one and half hour from Kano to Zaria now takes a minimum of two and half ours as a result of those ubiquitous check-points. What a waste of time!<br /> It also remains true; whether the new Police boss Mr. Suleiman Abba is aware of these unfortunate developments or not that the generality of the populace are yearning for a return to the status-quo ante. Let those so-called police check points that sprang up moment after the new Inspector general of police assume office be dismantle to allow for free movements of goods and services!<br /> Their nuisance values by far, outweighed their benefit if any to the people. During many introductions these days, the groom and his friends humbly bow severally to the bride’s family (signifying a plea to marry their daughter), intending couple cuts the cake, spokespersons usually referred to“Ada-Ibuot ke ufok” representing the bride’s family and “Akpan ibuot ufok” standing for the groom’s side are used, gifts such as fruits, wine and drinks are exchanged and so on.)<br /> The Second Phase is called The Traditional Wedding i.e. The Engagement, which showcases the couple in their traditional attire; with virtually a replication of all that had occurred during the Introduction, paying the Bride Price and all other dues, and also bringing Engagement Items as demanded by the Bride’s Family e.g. 42 Tubers of Yam, Kolanut, Bitter Kola, Wine, Luggage Box (definitely not an empty one), Bags of Salt, Sugar and Honey, to mention a few. These are all meant to be warmly received by the Bride’s Family.<br /> Surprisingly, a recent wind of returning the Bride Price to the groom’s family has swept across the land; in the light of not selling the Bride (I wonder where this unstylish vogue came from). Bride Price is slowly but surely becoming alien and unwelcome in the 21st century, because the practice is misconstrued as such a dehumanizing practice to women, especially from a Western philosophical point of view. Parents perceive that their daughters are being maltreated by wicked husbands on the excuse that they have been paid for, like a “commodity”.<br /> And while many blame this derision on families that take advantage of the Bride Price to make outrageous demands, others believe that how a man treats his woman may not necessarily depend on whether or not he paid her Bride Price, but greatly on his personality. Saying men maltreat their wives because they paid their Bride Price is like saying the expensive diamond engagement rings also produce women-beaters in the West. The controversy stands, however, that the formal ways of marriage (Religious and Court) came from the Western world, and their high record of dismal state of marriages is a reason good enough for us to hold on to our traditions instead of discarding them. While we all want the glory, glamour and glide that come with elaborate and multiple wedding ceremonies, I strongly believe God expects us to cut our coat according to our cloth. When less emphasis is placed on showing off and impressing people who don’t even give a monkey what you eat the next day, you sign up for a more comfortable and convenient life. Consciously sticking to affordable budgets supersedes giving in to the selfish interests of anyone who doesn’t even love you enough to make sure life is bearable for you after you say the inevitable “I do”. Be it religious, legal or traditional, the wedding is only an ignition, and marriage is the journey to the destination of a fulfilled life. The fact that some marriages go down the drain shortly after an earthshaking wedding ceremony proves the married life deserves more dedicated attention and input than the wedding day. Extolling weddings over marriages is like spending lavishly on house warming when you have not even bought a piece of land, let alone lay a foundation.<br /> “For which of you, intending to build a tower, sitteth not down first, and counteth the cost, whether he have sufficient to finish it? In an effort that could cost as much as $750 million in the next six months, he assigned up to 3,000 military personnel to West Africa to “combat and contain” what officials call “an extraordinarily serious epidemic.”<br /> As those military doctors and officials begin what will be a difficult task, among the challenges they face are rumors that spread fear — fear of Ebola, fear of quarantine measures and fear of doctors. Already, several medical workers have been  murderedin Guinea — throats slit, bodies dumped in a latrine. Then six Red Cross volunteers were  attackedearlier this week while they tried to collect the body of an Ebola victim.<br /> And now, in what may plant further seeds of mistrust and suspicion, a major Liberian newspaper, the Daily Observer, has  published an articleby a Liberian-born faculty member of a U.S. university implying the epidemic is the result of bioterrorism experiments conducted by the United States Department of Defense, among others.<br /> And while some commenting on the article were critical, the number who praised it was telling. “They are using” Ebola, wrote one, “for culling the world population mainly Africa for the…purpose of gaining control of the Africans resources criminally.”<br /> The piece purports to describe scientific findings from various “reports,” which are not cited in detail, and even references the bestselling thriller, “The Hot Zone.”<br /> “Reports narrate stories of the US Department of Defense (DoD) funding Ebola trials on humans, trials which started just weeks before the Ebola outbreak in Guinea and Sierra Leone,” wrote Delaware State University associate professor Cyril  Broderick.<br /> Under the headline, “Ebola, AIDS Manufactured by Western Pharmaceuticals, US DoD?”, it says: “the U.S., Canada, France, and the U.K. are all implicated in the detestable and devilish deeds that these Ebola tests are. There is a need to pursue criminal and civil redress for damages.”<br /> Worse, in the same breath, the semi-intelligible article suggests groups trying to stop the epidemic — Centers for Disease Control, the World Health Organization and Doctors Without Borders — are all somehow in on it. The piece puts them on a list of those “implicated in selecting and enticing African countries to participate in the testing events.”<br /> Broderick, who is  listed as an associate  professorin the Department of Agriculture and Natural Resources at Delaware State University, defended his article in a brief interview with The Washington Post. “There are many references to what was contained in my letter,” he said. “You may read the letter and double-check the sources listed. They are available and legitimate.”<br /> But are they? Broderick drew on research published in severalconspiracy Web sites, including Global Research and Liberty Beacon. He discussed a 1996 book called “Emerging Viruses: AIDS & Ebola — Nature, Accident or Intentional?,” written by a man who  called  himself a “humanitarian, clinician, prophet, scholar and natural healer.” One of Broderick’s sources  claimed Tulane University, which once workedon test kits for hemorrhagic fever in West Africa, has “been active in the African areas where Ebola is said to have broken out in 2014.”<br /> “Ebola has a terrible history, and testing has been secretly taking place in Africa,”  Broderick wrote, going on to praise the famous Ebola account “The Hot Zone” as “heart-rending,” but written “to be politically correct.”<br /> Broderick declined to answer whether he is concerned his article, published in Liberia’s Ebola-devastated capital, would convince locals that Western doctors are trying to harm them. “I refer you to the articles and reports published,” he said. “I hope you can understand them. They are unambiguous. I am happy that our government has taken the lead in counteracting the infection to curtail the infections and death.”<br /> His claims represent a pervasive, pernicious and crippling problem facing the fight against Ebola: misinformation. Across Liberia and Sierra Leone, where the CDC fears Ebola could eventually infect 1.4 million people, there is such distrust of the medical community that some don’t even think Ebola exists.<br /> Some in West Africa, reported the Economist, “fear that the government wants to sell the blood of Ebola patients, or that it will remove patients’ limbs for ritual purposes. This tendency is especially high in post-conflict zone like Liberia, where the 14-year civil war still fills the country with memories of violence distrust.”<br /> “Unfortunately,” Ramen IR wrote, “articles like Dr. Broderick’s commonly circulate in Liberia’s local media.”<br /> Many readers of the article were equally critical of Broderick’s reasoning. “These are the kinds of publications which are going to do more harm to our fight against Ebola than good,” one said. “Dr. Broderick could have waited till this thing was contained before publishing his speculations. It was learnt that the insurgent group had submitted a list of 30 of its members who were either convicted or are awaiting trial on terror offences.<br /> We never raped your girls –Boko Haram<br /> “The two Boko Haram negotiators assured the ICRC and government negotiators that the girls were never raped; they were never used as sex slaves and were never sexually assaulted,” said the source, who the CNN reported attended the discussions.<br /> Disagreement over release ratio<br /> However, despite that the terrorist group has expressed willingness for a swap with the ICRC at an undisclosed location, there has arisen a disagreement on some terms, including and particularly the number of girls involved in the swap.<br /> It was learnt that Boko Haram had insisted on an even swap – 30 girls for the 30 Boko Haram commanders.<br /> But the government, according to the source, has refused to play along on this term.<br /> “They were only ready to release one to one, a condition the government was not going to accept,” the source said.<br /> ‘We want to visit Kabiru Sokoto, others’<br /> According to the foreign television station, the source disclosed that another hurdle in the talks was Boko Haram’s insistence on meeting the imprisoned 30 top members that would be involved in the swap.<br /> The source said they only had contact with six at a prison outside Abuja, but the whereabouts of the others had remained unknown to them.<br /> The six prisoners, the source said, included Kabiru Sokoto, who was convicted in December 2013 of terror charges over the deadly Christmas Day bombing of St Theresa Catholic Church in Madallah, Niger State, in 2011.<br /> “ICRC couldn’t find where the remaining 24 were being detained,” the source said.<br /> Further checks ahowed that he Boko Haram negotiators gave the assurance that they would get back to the government after consulting with their superiors.<br /> Rumour of Shekau’s death spreads<br /> In a related development, rumour of the death of the sect’s leader, Abubakar Shekau, and some of his commanders in the battle with troops in Konduga was spreading across Borno State, as of the time of filing this report.<br /> Shekau’s reported death is contained in the account of some of the survivours of an attack of the sect on Mainok on Friday, as they said they were afraid of returning to the town “because we are told the insurgents are mad as a result of the killing of their leader, Abubakar Shekau, in Konduga.”<br /> Reports reaching Sunday Tribune in Maiduguri, the state capital, indicated that over 300 people were killed when the insurgents attacked Mainok market on that Friday in what was believed to be a retaliation of the leader’s death as villagers were in the peak of trading on the market day.<br /> A local, Modu Jakana, who narrowly escaped that attack, told Sunday Tribune that the insurgents came in from all angles, “shooting the people as if they were exchanging fire with the military. The outbreak has killed more than 2,400 people.<br />More than half of those killed by the virus have been in Liberia. The World Health Organization (WHO) warned recently that the country could see thousands of more cases.<br />The US says that a priority should be to train healthcare workers<br />More than half the deaths from the 2014 Ebola virus outbreak have been in Liberia<br />United Nations officials will discuss the international response to the outbreak at a meeting in Geneva.<br />US officials said the aim of the country's anti-Ebola initiative is to:<br />*.Train up to 500 healthcare workers a week<br />*.Construct 17 heathcare facilities, each with about 100 beds<br />*.Establish a joint command based in Monrovia, Liberia, to co-ordinate between US and international relief efforts<br />*.Distribute home healthcare kits to thousands of households<br />*.Conduct a home and community-based campaign to train local people in how to handle patients<br />Liberian President Ellen Johnson Sirleaf has appealed directly to Mr Obama for help in tackling the outbreak.<br />Several disease experts have welcomed the US plan, though some also question its focus on Liberia.<br />"We should see all of West Africa now as one big outbreak," says Michael Osterholm, director of the Center for Infectious Disease Research and Policy at the University of Minnesota, quoted in The New York Times. The Nigerians, coming from Abuja, were not identified, according to a report by Reuters.<br />The plane, a Bombardier Challenger 600, had a Nigerian flight crew on board. It was piloted by Captain Tunde Ojongbede, according to City Press.<br />Challenger 600 private jet with registration number N808HGFlightawareAdrian Lackay, spokesperson for the SA Revenue Service (Sars), confirmed that customs officers became suspicious when the passengers’ luggage was unloaded and put through the scanners just after 7pm. The officers then investigated and found three suitcases full of cash.<br />The passengers apparently told officials they were acting on behalf of the Nigerian intelligence service.<br />They provided documentation confirming they had come to South Africa to buy weapons. It is not clear whether the Israeli passenger was an intelligence operative or an arms dealer.<br />The National Conventional Arms Control Committee, which has to approve the import and export of any weapons as well as issue permits for such transactions, was not aware of any applications in this case.<br />The South African Revenue Service (SARS) seized the funds at Lanseria airport, northwest of Johannesburg, on Sept. 5. The funds are being held at the central bank as police investigate, SARS spokeswoman Marika Muller said.<br />“The passengers’ luggage was searched after Customs officials detected irregularities. The money was detained as it was undisclosed/undeclared and above the prescribed legal limit,” Muller said in a statement.<br />South Africa’s City Press newspaper reported that bundles of unused $100 bills packed in three suitcase were transported in a small business jet from the Nigerian capital, Abuja. The three passengers said they were using it to buy arms for the Nigerian security services, City Press said.<br />South African airport security spokesman Solomon Makgale confirmed a police investigation was underway but declined to give details. The aircraft was temporarily impounded, but was allowed to return to Abuja on Monday morning.<br />According to unconfirmed reports, one of the passengers was arrested. Further investigation revealed that the aircraft used to belong to the American healthcare company Kimberly-Clark. But company spokesperson Bob Brand said the firm had sold the plane years ago, and denied that it had anything to do with the incident. According to the US Federal Aviation Administration aeroplane register, the Challenger, with the registration number N808HG, was reregistered in the name of Bank of Utah Trustee last year. The address in the register was given as Salt Lake City, US.<br />Aviation industry insiders claim similar “owners” have previously been involved in several controversial aircraft financing transactions for aircraft in Africa. City Press has also established that the aircraft is used by an entity called Swat Inc in Abuja, but no details of such a company could be found.<br /><br />Another plane used by Swat Inc, a Hawker Siddeley 125, also with an American registration number (N497AG), landed at Lanseria Airport last month. That plane and its passengers remained in the country for two days before returning to Abuja on August 13.</div>
