THERE is hope in the horizon that the over 200 Chibok school girls in the captivity of terrorist group, Boko Haram, may regain their freedom soon.<br />
This is following reports that the Federal Government and the leadership of the insurgent group may have finally begun a process of negotiating the release of the school girls.<br />
According to a report of the Cable News Network (CNN) at the weekend, government officials and the International Committee of the Red Cross (ICRC) have started talking with Boko Haram leadership about swapping prisoners of the Islamist terror group for the school girls who were kidnapped in April.<br />
Quoting an anonymous source, CNN reported that the officials met four times with two senior members of Boko Haram in the Federal Capital Territory (FCT), Abuja last month.<br />
The report further indicated that the swap would involve the release of 30 Boko Haram commanders in the custody of the government. It was learnt that the insurgent group had submitted a list of 30 of its members who were either convicted or are awaiting trial on terror offences.<br />

“The two Boko Haram negotiators assured the ICRC and government negotiators that the girls were never raped; they were never used as sex slaves and were never sexually assaulted,” said the source, who the CNN reported attended the discussions.<br />
Disagreement over release ratio<br />
However, despite that the terrorist group has expressed willingness for a swap with the ICRC at an undisclosed location, there has arisen a disagreement on some terms, including and particularly the number of girls involved in the swap.<br />
It was learnt that Boko Haram had insisted on an even swap – 30 girls for the 30 Boko Haram commanders.<br />
But the government, according to the source, has refused to play along on this term.<br />
“They were only ready to release one to one, a condition the government was not going to accept,” the source said.<br />
‘We want to visit Kabiru Sokoto, others’<br />
According to the foreign television station, the source disclosed that another hurdle in the talks was Boko Haram’s insistence on meeting the imprisoned 30 top members that would be involved in the swap.<br />
The source said they only had contact with six at a prison outside Abuja, but the whereabouts of the others had remained unknown to them.<br />
The six prisoners, the source said, included Kabiru Sokoto, who was convicted in December 2013 of terror charges over the deadly Christmas Day bombing of St Theresa Catholic Church in Madallah, Niger State, in 2011.<br />
“ICRC couldn’t find where the remaining 24 were being detained,” the source said.<br />
Further checks ahowed that he Boko Haram negotiators gave the assurance that they would get back to the government after consulting with their superiors.<br />
Rumour of Shekau’s death spreads<br />
In a related development, rumour of the death of the sect’s leader, Abubakar Shekau, and some of his commanders in the battle with troops in Konduga was spreading across Borno State, as of the time of filing this report.<br />
Shekau’s reported death is contained in the account of some of the survivours of an attack of the sect on Mainok on Friday, as they said they were afraid of returning to the town “because we are told the insurgents are mad as a result of the killing of their leader, Abubakar Shekau, in Konduga.”<br />
Reports reaching Sunday Tribune in Maiduguri, the state capital, indicated that over 300 people were killed when the insurgents attacked Mainok market on that Friday in what was believed to be a retaliation of the leader’s death as villagers were in the peak of trading on the market day.<br />
A local, Modu Jakana, who narrowly escaped that attack, told Sunday Tribune that the insurgents came in from all angles, “shooting the people as if they were exchanging fire with the military. We don’t know how we escaped, but we were so lucky. They were so determined to kill everybody. I saw so many corpses while we were running for dear lives. At the main road, vehicles that were on top speed also killed so many people as there was confusion everywhere.<br />
“This morning, some of our people told us that over 300 people, including some of the insurgents, were killed because we learnt that the military came and engaged them in a fierce fight.</div>

US President Barack Obama is to announce plans on Tuesday to send 3,000 troops to Liberia to help fight the Ebola virus, US officials say.<br />It is understood the US military will oversee building new treatment centres and help train medical staff.<br />There has been criticism of the slow international response to the Ebola epidemic in West Africa.<br />Sierra Leone, Liberia and Guinea are the worst-hit countries. The outbreak has killed more than 2,400 people.<br />More than half of those killed by the virus have been in Liberia. The World Health Organization (WHO) warned recently that the country could see thousands of more cases.<br />The US says that a priority should be to train healthcare workers<br />More than half the deaths from the 2014 Ebola virus outbreak have been in Liberia<br />United Nations officials will discuss the international response to the outbreak at a meeting in Geneva.<br />US officials said the aim of the country's anti-Ebola initiative is to:<br />*.Train up to 500 healthcare workers a week<br />*.Construct 17 heathcare facilities, each with about 100 beds<br />*.Establish a joint command based in Monrovia, Liberia, to co-ordinate between US and international relief efforts<br />*.Distribute home healthcare kits to thousands of households<br />*.Conduct a home and community-based campaign to train local people in how to handle patients<br />Liberian President Ellen Johnson Sirleaf has appealed directly to Mr Obama for help in tackling the outbreak.<br />Several disease experts have welcomed the US plan, though some also question its focus on Liberia.<br />"We should see all of West Africa now as one big outbreak," says Michael Osterholm, director of the Center for Infectious Disease Research and Policy at the University of Minnesota, quoted in The New York Times. The Nigerians, coming from Abuja, were not identified, according to a report by Reuters.<br />The plane, a Bombardier Challenger 600, had a Nigerian flight crew on board. It was piloted by Captain Tunde Ojongbede, according to City Press.<br />Challenger 600 private jet with registration number N808HGFlightawareAdrian Lackay, spokesperson for the SA Revenue Service (Sars), confirmed that customs officers became suspicious when the passengers’ luggage was unloaded and put through the scanners just after 7pm. The officers then investigated and found three suitcases full of cash.<br />The passengers apparently told officials they were acting on behalf of the Nigerian intelligence service.<br />They provided documentation confirming they had come to South Africa to buy weapons. It is not clear whether the Israeli passenger was an intelligence operative or an arms dealer.<br />The National Conventional Arms Control Committee, which has to approve the import and export of any weapons as well as issue permits for such transactions, was not aware of any applications in this case.<br />The South African Revenue Service (SARS) seized the funds at Lanseria airport, northwest of Johannesburg, on Sept. 5. The funds are being held at the central bank as police investigate, SARS spokeswoman Marika Muller said.<br />“The passengers’ luggage was searched after Customs officials detected irregularities. The money was detained as it was undisclosed/undeclared and above the prescribed legal limit,” Muller said in a statement.<br />South Africa’s City Press newspaper reported that bundles of unused $100 bills packed in three suitcase were transported in a small business jet from the Nigerian capital, Abuja. The three passengers said they were using it to buy arms for the Nigerian security services, City Press said.<br />South African airport security spokesman Solomon Makgale confirmed a police investigation was underway but declined to give details. The aircraft was temporarily impounded, but was allowed to return to Abuja on Monday morning.<br />According to unconfirmed reports, one of the passengers was arrested. Further investigation revealed that the aircraft used to belong to the American healthcare company Kimberly-Clark. But company spokesperson Bob Brand said the firm had sold the plane years ago, and denied that it had anything to do with the incident. According to the US Federal Aviation Administration aeroplane register, the Challenger, with the registration number N808HG, was reregistered in the name of Bank of Utah Trustee last year. The address in the register was given as Salt Lake City, US.<br />Aviation industry insiders claim similar “owners” have previously been involved in several controversial aircraft financing transactions for aircraft in Africa. City Press has also established that the aircraft is used by an entity called Swat Inc in Abuja, but no details of such a company could be found.<br /><br />Another plane used by Swat Inc, a Hawker Siddeley 125, also with an American registration number (N497AG), landed at Lanseria Airport last month. That plane and its passengers remained in the country for two days before returning to Abuja on August 13.</div>

Asked if President Goodluck Jonathan was aware of the insurgents’ sponsors and their specific roles, Dr. Davis said he was unsure of the extent of information currently before President Jonathan. He added that Mr. Jonathan had been weakened by lack of military loyalty and a history of security negligence. He gave the example of repeated attempts to bring the growth of Al Qa’eda associated cells to the attention of NSA’s since 2006 only to have them dismiss such reports as baseless. “By the time Goodluck Jonathan became president Boko Haram had become a potent weapon with a command structure embedded in 16 northern states fanned by support from corrupt politicians.”</div>

In addition there are a range of smaller camps within Borno State, which are often temporary and to which kidnapped girls are taken to be used by the insurgents.<br style="box-sizing: border-box;" /> <br style="box-sizing: border-box;" />The Australian revealed that earlier this year Boko Haram was a loose coalition of three Islamist militant groups that worked with one another, claiming that, since four months ago, the sects had merged into one single entity, become more cohesive, strategically effective and powerful. “They are now linking with other terrorist group in the region and will soon be very difficult to dismantle. If these political sponsors think they can turn these groups off after the 2015 elections they are going to be surprised to find it is out of their control.”<br style="box-sizing: border-box;" /> <br style="box-sizing: border-box;" />On why he had chosen to speak out publicly at this time, Dr. Davis stated that, from experience, any terrorist group that has lasted more than eight years after its formation would likely exist for another 20 or more years before it can be dismantled. It thus becomes embedded for a generation and the likelihood of dismantling it was very low. “If we don’t do our utmost now to dismantle Boko Haram then we may not be able to do so for another generation. Special Assistant to the President for Press and Public Relations George Chellah has filed for divorce in the Lusaka High Court against his wife Joan.
Chellah, who is enduring turbulent times at the office where since the dismissal of his mentor and partner Wynter Kabimba, has been sidelined from state duties has asked the High Court to dissolve his marriage.
The former Post Newspapers assistant editor who has stepped on too many toes in his short stint within the corridors of power is facing the prospect of arrest with the security agencies high on his heels.
